History Of School Council

The School Council for Holy Spirit High School was established as part of the school’s development plan. Under guidelines drafted by the Government of Newfoundland and Labrador Department of Education and the Roman Catholic School Board for St. John’s, elections were held to select representatives of the parents, teachers, students, and the Holy Spirit High School community at large (i.e. Paradise, Conception Bay South). This year the council is operating under the guidelines of the Eastern School District.

The specific purpose of the School Council is defined as follows:

"To develop, encourage and promote policies, practices and activities which will enhance the quality of school programs and the level of student achievement in the school." 

The School Council has met regularly since its inception. There are usually eight-ten meetings scheduled per year, and they are held in the Learning Resource Center. All regular School Council meetings are open to the public. Meetings are held at 6:30 p.m. on the first Thursday of the month, where Thursday is a school day, during the school year. All meeting agendas and minutes are posted on this website. Should you wish to have an issue considered by the School Council, please contact either of the Council members.

The School Council for Holy Spirit High School has been engaged in a number of important initiatives on behalf of the school. They include:

  • Development of a Protocol Agreement to formalize the relationship between the School Council and the Eastern School District
  • Preparation and presentation of several briefs on school reorganization in the towns of Paradise and Conception Bay South
  • Participation in comprehensive School Council training under the auspices of the Eastern School District
  • Regular review of goals and action plans as they pertain to the school’s development plan
  • Providing liaison and support to the Awards Night, Environmental and Technology and School Development Committees
  • Liaison with the school’s professional staff and others in the development of Parenting Information Programs/Forums
  • Enhancement of technology services in the school through fundraising support of efforts to increase and improve both lab space and workstations
The School Council has been and continues to be a positive force in bringing school, parents and the community together for a common purpose – educating our youth in a safe and caring environment.
Purpose and Responsibilities

The purpose of our School Council is to develop, encourage and promote policies, practices and activities that will enhance the quality of school programs and the levels of student achievement at Holy Spirit High School.

  • The specific functions of the School Council are:
  • to represent the educational interests of Holy Spirit High;
  • to advise on the quality of teaching and learning in Holy Spirit High;
  • to facilitate parent and community involvement in the daily life of Holy Spirit High; and
  • to advise the Avalon East School Board on matters of concern to Holy Spirit High and its communities of Paradise and Conception Bay South.
In undertaking these functions, our School Council shall fulfil the following responsibilities:

  • approve, for recommendation to the Avalon East School Board, an annual plan for improving teaching and learning at Holy Spirit High School;
  • support and approve the actual finalized plan that is approved by the Board;
  • review and assist in disseminating information respecting student achievement at Holy Spirit High;
  • assist the school administration at monitoring and evaluating student expectations/performance standards in the school;
  • monitor the implementation of any recommendations to improve student achievement levels in the school;
  • sponsor public meetings with parents and community members on educational issues of concern;
  • ensure a School Report is produced annually and disseminated to the various school publics; and
  • approve and monitor the school’s fundraising activities.
